The PM arrived in Beijing on Monday and will start the visit from Tuesday 8th of October 2019, the creation of a separate CPEC Authority was one of the five main agendas for the current visit. On October 5, 2019, President Arif Alvi promulgated the Ordinance, creating a CPEC authority. He used his authority to promulgate the ordinance, given under clause-1 of Article 89 of the Constitution. The approved ordinance would be called ‘China Pakistan Economic Corridor Authority Ordinance 2019.’ The Ordnance would take effect once the pm notifies it through an official statement.
The Chief of Army Staff General Qamar Javed Bajwa is also present in China and according to ISPR, he would accompany the PM in his meetings with the President and Prime Minister of China. The PM is also accompanied by other high-level government officials, including Foreign Minister Shah Mehmood Qureshi, Minister for railways Sheikh Rasheed Ahmed,Mr.Khusro Bakhtyar, Mr. Abdul Razak Dawood, and several others.
However, the opposition had requested the President not to use his power and any ordinance that has to be approved should be brought to the floor for debate. The opposition was of the view that steps like these undermine the importance of the parliament.
The CPEC authority was although one of the main agendas of this visit. Nevertheless, plans for the formation of such authority were underway for a couple of months. The PM had highlighted several times in high-level meetings that to ensure transparency and timely completion of the CPEC related projects, a separate authority was required, whose domain would be limited to CPEC related projects only. The ordinance is aimed at accelerating the CPEC related activities, find new drivers of growth and increase the country’s global connectivity.
